NPR's "All Things Considered" runs story in I-81 Highway Plans Include Major Toll Truck Route Plans for a major expansion of Interstate 81 in Virginia are at the center of a debate over the nation's highway system. The plan's supporters want to create the first ever toll route for trucks. They say it would help trade by linking the United States with Mexico and Canada.
